Direct answer: Compare bids against one defined specification and one cost boundary. A low unit price can become a higher delivered total once tax, delivery and required services are treated consistently.
A practical verification workflow
- State the exact quantity and included requirements before calculating. If one bid covers fewer units or omits a required service, its headline total is not directly comparable.
- Separate goods, tax and delivery, applying only the tax convention actually supplied. A tax-inclusive package must not receive the same tax a second time.
- Remove optional items only when the comparison specification excludes them. Keep an audit note explaining the adjustment rather than silently changing the offer.
- Check for repeated subtotals and distinguish a copy of a package line from an additional charge. Rank the comparable totals after these adjustments, not before.
A separate worked illustration
A fictional bid offers ten units at 18 each plus 20 delivery; a second offers a delivered package at 195 under the same stated tax treatment. The first unit price looks cheaper than many alternatives, but its delivered total is 200. The package comparison is meaningful only after quantity and inclusions are aligned.
The common reasoning error
Do not generalize a classroom tax percentage to a real jurisdiction. The practice calculation follows its stipulated rule; an actual procurement review needs the applicable invoice and tax treatment.
Keep an auditable analyst note
Record the question, source identifier, original observation, conversion or calculation, and the narrow conclusion it supports. Separate a confirmed fact from an inference and from information that is still unknown. Keep the original timestamp or unit alongside any normalized value so another reader can reproduce the reasoning.

Questions readers ask
Should optional training enter every comparison?
Only when the common specification requires it or the comparison explicitly includes that option.
Does the cheapest comparable total prove the best supplier?
No. Price is one measure; documented compliance, quality and other stated criteria remain separate.
